I have some difficulties understanding your question.
If you don't want the subaccount to access the configuration info, you have to disable display config info and share the hotspot with the sub account.
If you want the hotspot to have its own tickets (not shared with parent), create a sub account X, create a hotspot under X, then create another subaccount Y under X, with limited rights.
